I thought the mod description said it applies to legendary drops. I could be totally wrong though. They seem to stop working now and then, I had an T3 Umbral armor drop give 7 mobility with an Armorer on. I know it's a necropost, but I just came across the same thing. Farmed a Nothing Manacles and the ghost armorer stat was only 6.
