It's definitely good. I'm dual wielding it with another int scaling special Greatsword, it does solid damage and the beam attack is really useful against some enemies. The main downside is that the scaling falls off a cliff at an int of higher than 50, I'm at a full +10 on it at 50 int and going to 51 gets me a single point more damage ...

In pvp, I feel it can get pretty predictable since its windup animation is really easy to see. You might get good results if you learn to free aim the projectile to catch rolls or something, but I feel other weapons and projectiles do that a lot better.
