Use seppuku if you really want bleed buildup. -put a lot of that dex into arcane, and switch to the Rivers of Blood. RoB and Nagakiba are both great. Nagakiba has crazy length though. At 50 arcane nagakiba with the seppuku buff gets over 107 bleed buildup, and Rivers of Blood gets only 73. Not sure how the nagakiba's skill factors in though.

Just got another Nagakiba from a friend. Dual welding them right now with Bloodhound step/blood slash bleed and frost. I'm doing the same thing, blood nagakiba in main hand and uchigatana in right. I tested out keen nagakiba in right hand vs blood on the Giant bears in limgrave and the blood katana seemed to kill them a little quicker.It depends if you want to do a bleed build or not. I would say the bleed build is overall probably stronger, but some enemies are immune to bleed, so keen will be more consistent. Depends on how you wanna build the rest of your character. If you want higher physical damage, go keen and make DEX your main damage stat.There are a few different ways that you can get the Nagakiba Katana in the game, and they all revolve around interacting with Yura, a side character who can lead you on a decent side quest ...Yura is already dead and replaced by Shabriri. Since uchi and naga are the same weapon type (katanas) wielding simultaneously lets you use dual wield attacks, which I personally think are very much worth it.
