PSA: You can fish exclusively for seaweed in Sunlit Plateau. I haven't seen anyone else mentioning this but as you know there are no fish bubbles in Sunlit Plateau and no known fish that you can catch from there. However I wondered whether you could catch anything so I did some fishing. I only caught seaweed, like every single time.

It should appear anytime between midnight and 11am. It should appear just south of the center point of the Sunlit Plateau near the river (just north of the orb pillar). So if you've got any houses or decor there it may not spawn correctly. I had moved Scar's house to that location and had to relocate it and reload my game for the fragment to spawn.
